Today on HERE AND THERE,  It’s a series of circular problems for New Mexico: the more people litter fields with household garbage, and dump big items like mattresses, and refrigerators into arroyos and stream-beds the more other people add to the mess.  Reporter Margaret Wright of The New Mexican has looked at the mess, and the inadequate state, county and municipal budgets that leave it to volunteers to clean things up.
